COMMAND GUIDELINES FOR ADMINISTERING PERSONNEL ADVANCEMENT
REQUIREMENTS (PARs)
Each PAR item is a statement of a rating-required occupational ability
and is to be used as an evaluation guide. Each individual is to be
evaluated on the ability to satisfactorily perform the PAR. This
evaluation should be based on an ACTUAL DEMONSTRATION of the PAR. In
cases where an individual cannot demonstrate a PAR due to command
limitations, the evaluation may be based on an observation of ability
in related areas or on training received by the individual. 
Evaluation should be based on an overall assessment of the whole
person. EVALUATIONS SHOULD BE DELIBERATE AND SHOULD NOT BE A MATTER
OF FORM.
COMPLETION OF PARs IS A MANDATORY ADVANCEMENT ELIGIBILITY REQUIREMENT
Completion of PARs is MANDATORY for advancement to paygrades E-4
through E-7. PARs are not required for paygrades E-1, E-2, E-3, E-8,
and E-9. Commands should make every attempt to ensure that personnel
complete their PARs before they are recommended for advancement. Due
to limitations in command equipment, mission, and operations, some
personnel may not be able to demonstrate all PARs. In these cases,
actual demonstration of ability is not mandatory. However, the
RECOMMENDATION FOR ADVANCEMENT MUST BE BASED ON THE COMMAND BEING
SATISFIED THAT THE INDIVIDUAL HAS THE NECESSARY ABILITY TO PERFORM
PROPERLY AT THE HIGHER PAYGRADE at the present command and at other
commands.
PARs SHOULD NOT DUPLICATE "SIGN-OFF" ITEMS IN OTHER QUALIFICATION
PROGRAMS
PARs that duplicate other program requirements, such as those in
Personnel Qualification Standards (PQS), may be signed off IF the same
items have been signed off in the other program.
WHAT TO DO IF PARs ARE REVISED BEFORE THIS SET OF PARs IS COMPLETED
If, before PARs for a rate are completed, new PARs are issued that
partially or completely differ from these PARs, PAR evaluators should
sign off any of the new PARs that are equivalent to those you already
have signed off, and then continue with the new PARs.
GENERAL INFORMATION
These PARs are grouped by RATE and divided into FUNCTIONAL AREA
categories. Each PAR is preceded by two short blank lines that
are provided to insert a DATE and INITIAL when the PAR is signed
off. Local duplication of these PARs is authorized and
